GTA 4 did something no other game in the series did: it made the cheats part of the world. There is no button combination and no console — you take out Niko’s phone and dial a number, and the number is the same on every platform the game has ever shipped on.

How to Enter a Cheat in GTA 4
Press Up on the D-pad to bring out Niko’s phone, then choose the dial pad and enter the number. On PC the phone opens with the Up arrow key by default. Enter the full number including the hyphens as they are written — the game formats them for you as you type, so you are really entering ten digits.
The cheat fires the moment the call connects, and most of them respond instantly with an on-screen confirmation. Nothing needs to be re-entered after a mission; the effects are one-shot rather than toggles, so dialling for health refills you now rather than making you permanently healthy.
Every number is saved to the phone’s recent calls list after the first use, which makes re-triggering a cheat a two-button job rather than a ten-digit one. That is the closest thing GTA 4 has to a cheat menu, and it is genuinely the fastest way to use them.
The numbers do not change between platforms. PC, PlayStation 3, PlayStation 4, Xbox 360 and Xbox One all take the same ten digits — only the button that opens the phone is different, which is the opposite of how the older games in the series worked.
Which Achievements Each Cheat Blocks
This is the part worth reading before you dial anything. GTA 4 does not switch off the whole achievement list the moment you cheat. It blocks specific achievements tied to the specific thing you cheated at, which means a careful player can use some cheats and still finish the list.
The health and armour codes block four: Cleaned the Mean Streets, Finish Him, One Man Army and Walk Free. The weapon codes block Cleaned the Mean Streets. Removing your wanted level blocks One Man Army and Walk Free, and so does spawning the Annihilator helicopter.
Vehicle spawns other than the helicopter, the weather cheat and raising your wanted level carry no listed block at all, which makes them the safe ones on an achievement run.
None of this affects the 100% completion figure the game tracks separately — cheating does not lock you out of full completion. It is the achievement and trophy list specifically that takes the hit, and only the entries named above.
